Hiring Process

This is an MOM effort to deter unauthorised transactions and safeguard employer interests.

No. With effect from 1 July 2021, employers must log on to FDW eService platform for EA authorisation.

Hardcopy authorisation form can only be used in exceptional cases (e.g., employer is medically incapacitated, etc) and may be subjected to further verification and approval.

We recommend employers to join us for interviews early to avoid any disappointments as candidate selection and confirmation is on a first-come first-serve basis.

First-time employers are required to complete the Employers’ Orientation Programme (EOP). The EOP is a 3-hour programme to help first-time employers understand their roles and responsibilities, and should be completed at least 2 working days prior to EA submission of Work Permit application.

The EA documents are required to facilitate EA provision of employment services.

Our EA documents follow the template resource provided and approved by the Association of Employment Agencies (Singapore) (AEAS) which has been drafted in accordance with MOM guidelines to ensure that employment agencies’ services terms and conditions are compliant with industry regulations.

The Quotation is our commitment to employers to be clear and transparent with our fees and charges. It provides an initial estimate, and an overview, on EA fees and charges components.

The Services Agreement is a comprehensive document that details the full terms and conditions of EA appointment and forms a contract between the employer and the EA.

The Job Offer form captures the employer family profile and terms of employment. It is to be confirmed by the employer and acknowledged and accepted by the helper for an EA to be authorised to process the job offer and relevant transactions with MOM.

The Employment Contract is a comprehensive document that details the full domestic helper employment terms and conditions and forms a contract between the employer and the helper.

The Services & Fee Schedule is a comprehensive document that provides a detailed breakdown of the EA services, associated fees and charges, and finalised payment milestones and arrangements.

Employer roles and responsibilities

Helper salary payments must be made monthly, and in a timely manner no later than 7 days after the last day of the salary period.

Employers are encouraged to make salary payments directly into the helper’s bank account, and must be made via direct bank transfer upon the helper’s request.

For salary payments made in cash, employers are required to keep a record and be able to produce such a record upon request. The record must include the signatures of both the employer and helper as confirmation of the payments.

All helpers are entitled to 1 rest day per week, with the day of the week to be mutually agreed between employer and helper.

If your helper agrees to work on her rest day, the rest day must be compensated with 1 day’s salary. This 1 day’s salary is additional to her basic salary, and must be calculated in accordance with MOM guidelines (i.e., basic salary / 26 days = additional rest day salary).

Employers must also ensure that the helper has at least 1 rest day per month that cannot be compensated away. Employers who fail to provide the mandatory rest day may be subjected to enforcement action.

Prior to helper commencement of work, employer, helper, and EA are required to sign a Safety Agreement. The Safety Agreement emphasises the conditions to be met before the employer can allow the helper to clean the exterior of windows.

The Safety Agreement must be signed after a first-time helper has attended the SIP and/or before deployment to the employer’s home.

Employers are responsible for helpers’ medical needs. These include MOM mandated six-monthly medical examinations, dental, hospitalisation, and medical and personal accident insurance.
